Little League Rules and Regulations apply unless otherwise stated below.
1. A completed roster (names and numbers) must be provided prior to tournament play.
2. Team rosters may consist of 15 players, 1 manager and 2 coaches in the dugout.
3. Each team will ensure that they have their own player insurance through their own association with their respective leagues
4. In the event of an injury, a sudden emergency or when faced with a possibility of a forfeit that is not from the result of ejections or suspensions, teams may roster players that do not appear on their tournament lineup provided that:
- they notify the opposing team manager and umpire prior to the player being added to the lineup
- the replacement player is of age for the minor division
- the replacement player is rostered, insured and actively part of a summer team in Ontario Little League districts 2, 6 or 7
- the team's game lineup with a replacement player does not exceed 10

5. If no Official Scorer is provided, scorekeepers from each team must confer after each complete inning. 6. a) Round robin games are 6 innings maximum and can end in ties. No new inning shall start after 1 hour 45 minutes from start of game. All games must start at scheduled start time. An official game must have 4 innings completed (3½ if the home team is ahead). The time will take precedence over the number of innings. If it takes 1:46 to play 3 innings it will be a 3 inning game and it will be official.
6. b) If darkness, rain, etc. ends the game and the inning is incomplete, then the score reverts to the last complete inning UNLESS the home team is at bat and has tied or gone ahead during this partial inning, in which case the score at the time the game is called stands. These conditions assume that the game has met the criteria of an official game as described in item 5(a).
7. For all games except for the Championship Final a maximum of 5 runs per inning will be allowed. The Championship Final will be unlimited runs. In the championship finals if a team is up by 10 runs after 4 or 5 innings (3 ½ or 4 1/2 for the home team) the game will be called.
8. Pitching:
(a) any pitcher may be used in any game. Maximum 2 innings (two) per game and a maximum of 3 (three) innings per day. One pitch in an inning counts as an inning pitched. Once a pitcher has been removed from a game, he/she cannot be re‐inserted as a pitcher in the same game. He/she may play any other defensive position.
(b) Any pitcher, who is replaced, may play the catcher position regardless of the number of pitches thrown.
(c) Any catcher, regardless of the number of innings caught, may be used as a pitcher.
(d) Coaches are encouraged to use their discretion in using pitchers and catchers taking the player’s health & safety into consideration to avoid injury to the player’s arm, wearing the player out, etc.
9. Bats: For the Little League Major Baseball Division and below: The moratorium on composite‐ barreled baseball bats remains in effect. However, some composite‐barreled baseball bats that have been proven in laboratory testing to meet the BPF (Bat Performance Factor) standard throughout the life of the bat, through the Accelerated Break‐In (ABI) process, have received waivers. That list is here: http://www.littleleague.org/learn/equipment/baseballbatinfo.htm. If you have a bat that is not on this list it is not approved and will be removed from the game. It is each team’s responsibility to ensure that their bats are compliant. Bats at Minor have a barrel of a maximum of 2 ¼ inches.
10. All players present at the game are to be listed in the batting order and must bat in turn. Late arriving players must be added to the bottom of the order.
11. A team may play with a minimum of 8 players. There is not an automatic out for a 9th player not present. Less than 8 players results in game forfeiture. If, during the game, an injury, illness or ejection causes the number of available players to fall below 8, this will result in a forfeiture regardless of the point in the game or the score at the time.
12. Unlimited defensive re‐entry and substitution is permitted except for the pitcher.
13. Base coaches must be registered team players. Two (2) adult base coaches are also permitted. An adult must be in the dugout at all times.
14. The umpire’s decision is final. Abuse of officials will not be tolerated and will result in ejection from the park. This applies to coaches, players and spectators.
15. The Tournament Director will handle tournament decisions and decisions are final.
16. The home and visiting teams for each round robin game will be as noted in the schedule. In the playoff rounds, the higher seed will be home team.
17. In the round robin a mercy rule will be applied if a team has a 11 run lead after 4 complete innings (after 3½ innings if the home team is ahead).
18. The Infield fly rule is not in effect at the Minor level.
19. Coaches/Managers/Spectators are not permitted to smoke during games.
20. Standings in each Division will be decided as follows:
Win = 2 points; Tie = 1 point; Loss = 0 points.
21. Ties in standings will be broken as follows:
Determination of Pool Standings
a) Two teams are tied:
‐ Most points (2 points for a win, 1 point for a tie)
‐ Outcome in Head to Head game
‐ Most Wins
‐ Lowest (Runs allowed in all games)
‐ Run Differential for all round robin‐games (Note: The maximum run differential that can be applied to any game is 10 runs for purposes of the tie‐ breakers. This will be based on the final score of the game).
‐ Coin Flip
b) Three teams are tied:
‐ Most Wins
‐ Record in Head to Head games (all 3 teams must have played each other.
‐ If there is a three‐way tie, and no clear victor can be determined on head‐to‐head competition,
then: the tie breakers will be total number of runs given up. The ONE team who has given up the lowest amounts of runs advances. The second team to advance would be based on the "head‐to‐head" result between the two remaining teams.
‐ Run Differential for all round robin‐games (Note: The maximum run differential that can be applied to any game is 10 runs for purposes of the tie‐ breakers. This will be based on the final score of the game).
‐ Coin Flip
22. The playoff format is as follows:
- Semi – Finals
- 3rd vs 2nd
- 4th vs 1st
- Final
- Lowest seed vs Highest seed (winners of semi-final matches)
Please note that there is a time limit for playoff games as suggested for the round robin games, Rule 6a) and b) shall apply here too. In the event of a tie, extra innings will be played until a winner is decided.
23. Forfeitures:
a) Player ineligibility due to age (over‐age).
b) Fewer than 8 players present at a game.
24. During each match of the tournament, player of the match will be nominated from each team, opposing team managers will pick the player of the match for the opposing team. Player of the match will be awarded a titanium bracelet in memory of their game.
RAINOUTS
Please Note: as this is a tournament fully funded and organized by volunteers, parents and players. Tournament Director and teams will work diligently in ensuring that the tournament does take place, we will ensure that we come to a compromise in which games that have been missed due to rain get replayed and that measures are taken to reschedule the games or modify the schedule. In support of this cause, we hope that we can all work together in finding creative solutions to ensure that this tournament is a success. If a compromise after efforts have been exhausted are not found and that a team requests a refund due to issues of rainouts, we will provide the following as we ensure costs are taken care of;
∙ Zero games played = 75% refund minus $50 admin fee
∙ One game played = 50% refund minus $50 admin fee
∙ Two games played = no refund
